Investment Guide for Tashkent Region
Tashkent Province is located in the northeast of the Republic of Uzbekistan. It borders with the Republic of Kazakhstan in the north, Kyrgyzstan and Namangan Province in the northeast, Tajikistan – in the south, and Syrdarya Province in the west. Area of the province is equal to 15.3 thousand sq. km.
Tashkent Province was established on January 15, 1938. There are 15 rayons (districts) included in this province: Akkurgan, Akhangaran, Bekabad, Bostanlik, Buka, Zangiata, Kibray, Kuychirchik, Parkent, Pskent, Tashkent, Urtachirchik, Chinaz, Yukarichirchik and Yangiyul. City of Tashkent is an administrative center of the province..
Three large water reservoirs are located in the province: Charvak – 2,010 million cub. m, Tashkent – 250 million cub. m., Akhangaran - 250 million cub. m. Major rivers – Syrdarya (its length in Tashkent Province is equal to 125 km) and its tributaries: Chirchik (together with Pskem) and Angren.
Chatkal, Kurama, Pskem and Ugam mountain ridges occupy the northeastern and eastern part of the province. Most part of its territory consists of submountain plain gradually descending to the south and southwest. Mountain “steppes” can be met in mountains at the height of 1,200-1,400 meters followed by archa forests, and subalpine and alpine ranges at the height of 2,000 meters.
Climate of Tashkent Province is sharp continental with such features as aridity, abundance of warmth and light. January is the coldest month. June is the hottest month, July-August are hottest ones in mountains. Vegetation period on the plains is equal to 210 days per year.
Gross regional product (GRP) volume of Tashkent Province in 2007 grew by 8% comparing with 2006. Share of industrial production in total GRP volume amounted to 35.5%, agriculture – 26.4 %, construction – 3.7%, trade and public catering – 7.2%, transport and communications – 11.2 %, other branches of material production – 9.3 %, and taxes – 6.7 %.
Per capital GRP in Tashkent Province grew by 6.8% in 2007 comparing with 2006.
Per capital cash income in 2007 grew by 25% comparing with 2006, and expenditures and savings – by 28.5%, of which consumption – by 30.5%.
Industrial production volume in the province grew by 15.1% in 2007 comparing with 2006.
Size of population as of January 1, 2008 amounted to 2,521.5 thousand people (excluding City of Tashkent). Population density is equal to 165.2 people per 1 sq. km. By population size province occupies the third place in the country.
Towns of Almalyk, Angren, Akhangaran, Bekabad, Chirchik and Yangiyul are the largest ones.
National composition of population varies: Uzbeks, Russians, Kazakhs, Tajiks, Kyrgyz, Uyghurs, Tatars, Koreans, Ukrainians, and other representatives of more than 80 nations and nationalities live there.
1,068.5 people out of total population are employed in national economy, including 297.1 thousand people in agriculture and forestry, 211.4 thousand - in industry, 73 thousand - in construction works, 46.5 thousand - in transport and communications, 117.3 thousand - in public education and culture, and 71 thousand - in healthcare and social protection, trade, public catering and logistical support.
Agriculture is one of major sectors of the province’s economy.
Agricultural products such as grains, raw cotton, vegetables, fruits and berries, grape; as well as cattle farming products such as livestock and small cattle, goats, pigs, poultry and fish are major agricultural production resources.
Seven rayons of the province (Akhangaran, Bostanlik, Zangiata, Kibray, Parkent, Yangiyul and Tashkent) are specialized in fruit and vegetable production, and remaining rayons are engaged in cotton and grain farming. Cotton and grain crops occupy three quarters of fertile lands.
This province is one of ancient centers of viticulture and wine-making in the country. The province’s agriculture sector is primarily aimed at cultivating of fresh fruits and grape, their supply to urban and industrial centers, grape processing at wine facilities as well as export of fresh fruits and grapes abroad.
More than 20 thousand private farms occupying 429.2 thousand ha of lands function in the province, where 124.5 thousand people are employed. Private farms are engaged in production of crops – raw cotton, grains, fruits, grape, melons and gourds, and cocoons. In addition, there are 635 thousand dekhkan farms in the province.
In 2007 the province’s cropping area occupied 344.5 thousand ha. All types of farms produced 275 thousand tons of raw cotton, 458.7 thousand tons of grains, 104.9 thousand tons of fruits, 84.3 thousand tons of grape, 937.7 thousand tons of vegetables, 192.9 thousand tons of potatoes, 70.3 thousand tons melons and gourds, 138.8 thousand tons of meat, 464.4 thousand tons of milk, 609.1 million eggs, 1,168 tons of wool and 1,311 tons of cocoons.
Ginning and cotton processing branches, textile and apparel industry, food industry including meat and dairy, fat-and-oil, flour-and-cereals, wine-making, canning, confectionery and other industries have been developed in the province based on above-mentioned resources.
Province has vast deposits of mineral and raw material resources. There are deposits of charcoal, kaolin, reserves of iron, copper, lead and zinc, bismuth, lithium, asbestos, glass raw materials, raw materials for cement production, facing stones and many others on its territory.
There are 88 deposits of natural and raw material resources in the province, of which 43 deposits are developed, 43 deposits are not developed and development of two deposits is considered to be unfeasible.
Reserves of valuable types of natural resources include:
- iron in western ridges of the Chatkal mountain range in amount of 120 million tons of ore;
- copper at the Kalmakkyr deposits, reserve of which constitute 18.1 million tons;
- molybdenum – 220.4 thousand tons;
- lead and zinc at Lashkerek and Kurgashinkan deposits, reserves of lead amount to 240.7 thousand tons and zinc – 239.2 thousand tons;
- bismuth – 701.7 tons;
- lithium at Shavazsay deposit – 12.1 million tons;
- uranium – 18.2 thousand tons;
- silver at Kuchbulak and Kizilalmasay deposits – 13.5 thousand tons;
- coal at Angren, Shargun and Basuntau deposits – 1,965.3 million tons;
- kaolin at Angren deposit – 1,338.2 million tons;
- asbestos at Sarycheki deposit with forecasted resources of 5,819 tons.
Industrial branches such as fuel energy, mechanical engineering, mining, chemical industry, construction materials production industry and others have been developed in the province’s cities and rayons based on said resources.
Tashkent Province is a large industrial region of the country. Its industrial potential occupies one of leading positions in our country. The province produces 20% of total industrial products manufactured in Uzbekistan, 45% of electric power, 98% of coal, 43% of cement, 100 of metal-roll, major part of non-ferrous metals. 280 industrial enterprises function in the province.
Leading branches of the province’s industry are the following: chemical industry (19.8% of total volume of industrial production), light industry (11.3%), construction materials production (11.2%), food (8.2%), mechanical engineering and metal working (4.7%), and fuel industry (1.8%).
Power supply to the province is ensured by the Tashkent TPP, total capacity of which covers the province’s need. Part of generated power is supplied to the Central Asian power grid.
Metallurgy Industry
Almalyk Mining Complex, Joint Stock Production Association “Uzmetkombinat”, Uzbek Complex of Refractory and High-Temperature Metals, which produce major part of non-ferrous metals, metal-roll and generate major part of electric power are among leaders of the country’s industry.
Almalyk Mining Complex (AGMK) is one of the largest metallurgic enterprises in Central Asia. A metallurgical complex, which is the only manufacturer of steel, steel roll and other items made of ferrous metals in the country, function in Bekabad town. In addition, a complex for production of refractory and high-temperature metals functions in Chirchik town.
Chemical Industry
Production Associations “Elektrokhimprom” (Chirchik Town), “Ammophos” (Almalyk Town) and “Uzbekrezinotekhnika” (Angren Town) are amongst the largest enterprises of chemical industry of the country, where nitrogen and phosphate fertilizers and other chemical products are produced.
Mechanical Engineering
Machinery building enterprises “Uzbekkhimmash” and “Chirchikselmash” are among leaders of the province’s industrial production. Equipment and accessories for enterprises of gas-and-petrochemical industry, cotton seeding machines, cultivators, collectors and spare parts for agriculture are manufactured at these enterprises.
Construction Materials Production Industry
Construction materials production industry is also developing in this province. Enterprises such as “Akhangarancement”, “Akhangaranshifer”, “Akhangaranlinplanst”, “Bekabadcement” and “G’azalkentoyna” produce cement, roofing slate, ceramics, glass, bricks, linoleum, reinforced concrete items and structures.
Railway transport center linking Uzbekistan with Central Asian countries and Eastern European states passes through the province’s territory. Total length of railroads is equal to 363.4 km.
Total length of the province’s highways is equal to 3,833 km (taking into account international highways), including provincial and local ones – 1,306 km. Main highways include the Great Uzbekistan Highway and a road connecting Tashkent with Fergana valley; a transnational highway along the Great Silk Road under Tashkent - Andijan - Osh - Kashgar route through the Kamchik pass /Kurama mountain ridge/ to Osh City of the Kyrgyz Republic and to Xinjiang-Uyghur Autonomous Province of China is under construction.
126.8 million tons of cargo were carried by motor transport in 2007, freight traffic by motor transport amounted to 3,895.1 million tons/km. Passenger turnover by all types of transportation amounted to 10,599 million passenger/km.
A project for construction of the sole international transport logistics center in Central Asia with total area of 100 ha is under development, which will create additional infrastructure for foreign and domestic investments, serve to development of small and private entrepreneurship in the province, solution of strategic objectives of integration to the world transport system and improving the transport infrastructure of the Great Silk Road.
Telecommunications, mail service, telephone communications (including cellular one), special communications, state courier service operate in Tashkent Province.
4 cellular communications operators function in the province: “MTS-Uzbekistan”, “Coscom” (U-cell), “Beeline” and “Uzmobile”.
3 higher education institutions, 87 colleges. 4 academic lyceums, 893 general secondary schools function in the province’s education sphere, as well as 115 libraries and 247 clubs.
Great attention is paid to healthcare and sports development: 4,252 sports facilities, 51 stadium, 52 tennis courts, 11 swimming pools function in the province. 97 hospitals, 470 outpatient clinics, including 108 private ones operate in the healthcare sphere.
6 boarding houses, 1 tourist base and 15 recreation zones also function in the province.
Major part of the province is situated in submountain areas of the Tien-Shan mountain range. Nature of Tashkent Province attracts one’s attention by its beauty and picturesqueness.
The “Chimgan” tourist complex is widely known. It is located in 90 km from Tashkent City, at the foothills of Chatkal. Most people call this unique place “Uzbek Switzerland”. Presence of nature reserves and virgin nature with rich flora and fauna contribute to phytofitness therapy and organization of commercial safari tours.
Facilities of the Sports and Recreation Complex, Recreation Center “Charvak Oromgohi” and Chatkal State Biosphere Preserve allow ensuring high level of services rendered.
Foreign trade turnover of the province amounted to 2,198.6 million, including export in amount of USD 1,533.1 million and import of USD 867.6 million. Comparing with 2006, foreign trade turnover grew by 35%, including export – by 42.9% and import – by 19.9%.
oreign trade was conducted with 82 countries, including 71 foreign countries and 11 CIS countries. Largest share in foreign trade turnover falls to Russia – 35.5%, Turkey – 20.7%, Kazakhstan – 13.9%, Iran – 4.4%, Ukraine – 4.9%, Afghanistan – 4.2%, Germany – 4.2%.
The following items are exported from Tashkent Province: nonferrous and ferrous metals (64.5%), foodstuffs (11.4%), cotton fiber (6.1% of total exports volume), chemical products (4.97%), industrial equipment and machinery (0.9%), energy resources (0.7%), light industry products, services (0.4%).
Comparing with 2006, volume of electric power exports in the export structure increased in 115 times, foodstuffs – by 72%, services – in 3.2 times, ferrous and nonferrous metals – by 27%, chemical products – by 71.4%, machinery and equipment - by 31.5% and raw cotton – by 16.3%.
In the import structure, the biggest share belongs to machinery and equipment (26.5%), chemical products (10.9%), ferrous and nonferrous metals (14.9%), foodstuffs (9.6%), energy resources (0.54%). Comparing with the previous year, imports of services in the import structure increased in 2.5 times, ferrous and nonferrous metals – by 43.7%, chemical products - by 49.4%, foodstuffs – by 21.7%, machinery and equipment – by 5.1%, and energy resources – by 10.3%.
The most profitable spheres for investments include light and food industries, ferrous and nonferrous metallurgy, chemical industry, construction materials production industry, and fuel and energy complex.
Total number of registered enterprises with foreign investments (EFIs) amounted to 290, including 266 currently functioning enterprises. 62 new EFIs were created in 2007. Companies and firms of the Republic of Korea, Great Britain, Turkey, Germany, USA, Russia and Italy comprise major foreign founders of EFIs. Share of foreign investors in the authorized funds amounted to nearly USD 270 million. Approximately 16 thousands people are employed with enterprises with foreign investments.
Volume of production by existing EFIs increased by 2.4 times against 2006. Majority of EFIs are oriented to use of local raw materials. A number of enterprises export their products: construction materials, knitted garments, cotton yarn, terry-loop towels, power transformers, calcium phosphate, and corrugated packages.
Foreign trade turnover of EFIs amounted to USD 287.95 million. Exports by EFIs amounted USD 179.5 million, share of exports by EFIs in total export of the province amounted to 11.7%. Imports by EFIs amounted to USD 108.5 million or 16.3% in total volume of import.

Generating capacities of 2,100 MW consisting of 7 power units with capacity of 300 MW each were installed at the Novo-Angren TPP Project Goal – conversion of the units #1-5 to all-year coal burning, additional equipment of the units # 6-7 and their conversion from natural gas to coal, construction of the second line of fuel efficiency (including coal warehouse, crushers, etc.)
Introduction of coal mining techniques with selective excavation of top complex and successive enrichment to reach ash content of up to 25%. Supply of coal with 25% ash content – 7,000 thousand tons. Designed Capacity of the Enterprise:

Main Types of Technological Equipment

The first unit with capacity of 50 million kW-hr was commissioned in 1957. Type TP-230-2 boiler unit (5 units) and type Ê-100-90-6 steam turbines (4 pgg)
Black-oil section of the power plant consists of black-oil pumping plant and black-oil reservoir with capacity of 8,592 tons and coal warehouse with designed capacity of 185 thousand tons.

Project Description, Type and Schedule
Objective
Construction of SHPP on existing irrigation facilities of the Republic of Uzbekistan will allow to solve the complex problem of energy supply and irrigation in rural areas of the country, as well as to increase the living standards of local population. Main aims of current CDM project are:
reduction of emission of GHG and toxic substances, produced as the result of burning of fossil fuel at thermal power plants;
improved energy supply of rural areas;
employment of local population for the purpose of constructing and operating SHPP;
improved water supply of Angren city.
Description
Akhangaran waterworks facility was built in 1980s and was designed for 1 year regulation of irrigation of lower acres. As a result of considerable changes in the composition of cultivated crops in Uzbekistan, outflows of Akhangaran waterworks facility have changed compared to the projected outflows. According to the data from hydrological observations of the last several years, irrigation outflows amount to about 200 mln. cubic m. annually.
Akhangaran SHPP is to generate electricity using the potential of existing irrigation outflows. Estimated average long-term amount of generated power is 66,5 mln. KWh. Planned installed capacity of Akhangaran SHPP is 21 MW.
Besides, to ensure water supply of Angren city for household water needs the connection of water conduit to the left line of headrace is planned.

The Akhangaran SHPP is to be constructed within the territory of existing facilities of Akhangaran water reservoir about 120 km from Tashkent.

II. Description of the Investment Project
• Objective of the investment project
Development of the Shavazsay lithium deposit in Tashkent Province with annual mining volume of 3.7 thousand tons of lithium oxide by open-pit method.
• Brief description of technological cycle and required equipment
Technological processing scheme includes ore burning with phosphogypsum (waste of the Almalyk Chemical Plant) with subsequent cake leaching by water. Lithium carbonate is obtained from solutions by extraction method as well as lithium sulphate, chemically precipitated chalk as an associated product. Extraction of lithium oxide amounts to 76% in average. Research of residues (cakes after leaching) at the Podolsk Cement Plant have shown the possibility of their use in cement production (additives, partially – as an argillaceous ingredient). In general, the technology provides for full utilization of liquid and solid waste as well as closed water circulation, which ensures ecologically safe production.
