Uzbekistan attracts US$11.7bn of investments in 2012

Uzbekistan attracted investments for US$11.7 billion in 2012, the material of the Ministry of Foreign Economic Relations, Investment and Trade of Uzbekistan (MFERIT).

According to the MFERIT, over 22% of investments or US$2.5 billion were foreign investments, of which 79% were direct.

The publication said that Uzbekistan plans to speed up and expand modernization of industries in 2013. It is planned to implement 370 projects. As Uzbek leader stated 25% of allocated US$13 billion to finance these projects will be foreign investments.

The ministry said that strengthening investment image of Uzbekistan abroad will be one of main tasks for 2013. It added that provision of full, transparent and up-to-date information to investors will be key issue. It is planned to create single investment projects database, the ministry said.

The publication said that Uzbekistan will continue work on organization of business forums, presentations, seminars, and other events to inform business circles on investment climate in the country.

It said that free industrial zones Navoi and Angren became important projects in attracting investments. Taking into account positive experience, Uzbekistan plans to create free industrial zone Jizzakh. (Source:UzDaily.com).

Uzbekistan Implements Electronic Government System

On February 22, 2013, State Committee of communication, informatization and telecommunication technologies of the Republic of Uzbekistan hosted general session. Heads of joint-stock companies, ventures, organizations of communications, informatization and telecommunication technologies took part at the meeting.

Members of the session were presented projects of Conception and Comprehensive program of forming “Electronic government” system in the Republic of Uzbekistan for the period 2013-2017 which define main tasks on forming and developing “Electronic government” system due to current state and directions of interaction of state bodies between themselves, with population and entities of entrepreneurship. For the estimation of efficiency of proposed measures on implementing “Electronic government” system it is elaborated targeted indexes and indicators on various spheres and directions of interactive services of state bodies.

With an aim to increase efficiency of implementation of “Electronic government” system it is elaborated standard form of regulations of state services that envisage formalization of inter-agency processes upon rendering state services.

Operative work with state bodies is organized on generalizing their proposals, including concrete target indexes, indicators, as well as projects and measures for inclusion into the Comprehensive program of implementation of “Electronic government” system.

With an aim of quality elaboration of project documentations and determination of real volumes of planned expenses following measures are undertaken jointly with ministries and agencies:

- prepare project passports on elaborating and implementing informational system and data base within a framework of forming “Electronic government” system;

- prepare proposals on key indexes of efficiency of services rendered to entities of entrepreneurship, population and other state bodies;

- prepare proposals on priority state services and directions of interaction within a framework of implementation of “Electronic government” system.

During the discussion of these issues, corresponding administrations, departments, as well as ventures were assigned to establish system monitoring and control over in-time arrangement, introduction and project review on creating information system of state bodies, in order to include into Comprehensive program. Also it is state to pay rapt attention to the establishment of available orienting points based on key indexes of efficiency of services being rendered to entities of entrepreneurship, population and state bodies.

In accordance with the Decree of President of the Republic of Uzbekistan by October 16, 2012, ¹ ÓÏ-4475, and order of Cabinet of Ministers of the Republic of Uzbekistan by December 8, 2012, ¹ 817-Ô, it is envisaged to work out and approve until April 1, 2013, the Conception and Comprehensive program on forming “Electronic government” system, as well as Comprehensive program for the development of National information-communication system in the Republic of Uzbekistan for the period 2013-2017, due to leading experience of the Republic of Korea and other leading foreign countries in the sphere of “Electronic government”. Automobile 'Damas' To Be Produced in Khorezm Province

On February 21, 2013, the President of the Republic of Uzbekistan I.Karimov signed Resolution of Cabinet of Ministers of the Republic of Uzbekistan “On measures on organizing production of passenger cars of the model “Damas” in Khorezm province”.

Document was accepted in pursuance of implementing resolution of President of the Republic of Uzbekistan by November 22, 2012, “On program of development of industrial potential of Khorezm province for 2013-2015” and with an aim to organize production of passenger cars of the model “Damas” on the base of Khorezm Automobile Production Union LLC.

Resolution approves proposals of Ministry of Economy of the Republic of Uzbekistan and Joint-Stock Company Uzavtosanoat” on organizing production of passenger cars of the model “Damas” on the base of Khorezm Automobile Production Union LLC in two level. Launch of assembling production of passenger cars of the model “Damas” is planned in I quarter of 2014 (I level). Proceeding to full circle of production is planned to the IV quarter of 2014 (II level).

By proposal of State Committee of the Republic of Uzbekistan on privatization, demonopolization and development of competition and Joint-Stock Company “Uzavtosanoat” the share of State in authorized capital of Khorezm Automobile Production Union LLC will be transferred to the authorized fund of Joint-Stock Company “Uzavtosanoat” as a state contribution on the prize defined by estimating organization.

Moreover, the proposal of Joint-Stock Company “Uzavtosanoat” is accepted on subsequent assignment of the part of production field of Khorezm Automobile Production Union LLC to the General Motors Uzbekistan in long-term financial rent in order of their reconstruction and foundation of branch on production passenger cars of the model “Damas”.

Contractors of Project on organizing production of passenger cars of the model “Damas” on the base of Khorezm Automobile Production Union LLC are the General Motors Uzbekistan LLC, General projecting organization – Uzogirsanoatloyiha LLC, organizations of technical control over construction - O'ZAVTOSANOAT-INJINIRING LLC.

State Committee of the Republic of Uzbekistan on privatization, demonopolization and development of competition is assigned to provide for transfer of state’s shares in authorized capital of Khorezm Automobile Production Union LLC to the authorized fund of Joint-Stock Company “Uzavtosanoat” with corresponding growth of authorized fund of Joint-Stock Company “Uzavtosanoat” by way of outlet additional stocks.

Joint-Stock “Uzavtosanoat” and General Motors Uzbekistan LLC, as an exceptional case, is allowed to elaborate sub-project documentations on mentioned project and investment projects on assimilating production of component parts for passenger cars of the model “Damas” in single-stage basis with the development of technical-economic bases, as well as construction and reconstruction of Khorezm Automobile Production Union LLC concurrent with design estimate documentation on project until December 31, 2013.

Until June 1, 2013, Joint-Stock Company Uzavtosanoat, General Motors Uzbekistan jointly with Uzogirsanoatloyiha should provide for elaboration and coordination with authorized bodies the expertise of technical-economic bases of project on organizing production of passengers cars of the model “Damas” on the base of Khorezm Automobile Production Union LLC and its introduction for the approval of Cabinet of Minister of the Republic of Uzbekistan.

Document defined that general contracting organization on reconstruction Khorezm Automobile Production Union LLC will be established by the contractor on the basis of closed competitive bidding.

Cement and rolled steel necessary for construction and reconstruction of the object will be obtained by the general contracting organization according to the request of Joint-Stock Company “Uzavtosanoat” and contractor on the basis of appropriate calculations of general contracting organization coordinated with Ministry of Economy of Uzbekistan on direct agreements on average-balanced price of stock-exchange quotations.

Equipment necessary for the realization of mentioned projects, on the exceptional case, will be obtained by General Motors Uzbekistan LLC without tenders, by way of direct agreements through global purchasing system of General Motors Company.

All dismounted materials and building constructions, resulting upon reconstruction of Khorezm Automobile Production Union LLC, apart from useable materials, are subject to utilization and scrap metal and utilized equipment is subject to hand over as a iron bar to Profit-and-Loss Venture “Vtorchermet” of Uzmetkombinat LLC and Tashkent Plant on reprocessing iron scrap and nonferrous wastes.

State Agency for Architecture & Building of Uzbekistan will provide for expert support to the elaboration of design estimate documentation and establish state architectural-building control over quality of performance of building and installation works on project realization.

Inter-Agency Council on cooperation with international financial institutions, organization and donor countries, realization of large and strategic important investment projects under the Cabinet of Ministers of the Republic of Uzbekistan is assigned to include project on organizing production of passengers cars of the model “Damas” on the base Khorezm Automobile Production Union LLC and investment projects on assimilating production of component parts for passenger cars of the model “Damas” into the Program of top-priority measures on expanding volumes of production and assimilating new kinds of competitive production approved by the resolution of President of the Republic of Uzbekistan by October 4, 2011.

Moreover, in accordance with the resolution, starting from 2013-2014 educational year, Ministry of Higher and secondary specialized education of the Republic of Uzbekistan by request of Uzavtosanoat will organize reception of students and training professional personnel on automobile manufacturing on the base of professional-technical colleges of Hazarasp, Koshkupyr, Yangiarik and Yangibazar regions of Khorezm province. A quota of reception will be established for the applicants from Khorezm province on training highly qualified specialists for being created automobile manufacturing production on corresponding directions and specialties in Andijan Machine building institute and Tashkent State Technical University. Reception of documents and testing applicants in Urgench State University will be organized on mentioned quota. (Source: Uzreport.com)

The Rejuvenated Tradition

Exhibition of 19th-century wedding dresses of Uzbek regions

What like were the wedding garments in Karakalpakstan, Bukhoro, Samarqand and other regions of the country tells the exhibition of the traditional clothing of regions of Uzbekistan within the project “Revival”, that is taking place in the Youth Creativity Palace.

 The national clothing, as in mirror, features the world outlook and the national identity. The traditional costume is a kind of chronicle of life of the forefathers. And, the wedding gear, as it is accepted, at all times and now is the most spruce, expressive and colorific.

The Fund Forum, the MEROS Association of Antiquarians of Uzbekistan, and Youth Creativity Palace acted the organizers of the event. The key goal is to revive the old traditions of the costume of regions of Uzbekistan. The exhibition displays the collection of folklore costumes of brides and grooms in various regions of the country, made on the data of ethnographic expeditions and literary sources. All looks are made on the old sketches. This laborious task has been fulfilled by a group of specialists including embroiderers, tailors, and footwear designers under supervision of the project designer Saodat Muratkhodjaeva:

“Curiously, in the age of globalization the people get interested in the national dressing, traditions, and in festive days they prefer to wear national garments, or to complement their attires with some traditional elements,” noted Saodat Muratkhodjaeva, designer at the House of Style. “Our exhibition provides this opportunity. It is possible to find much interesting. Preparing this exhibition, we thoroughly studied the old sketches, all garment parts, headwear, and shoes. The wedding outfit was made not only of bride, but for groom as well. I believe the exhibition turns interesting to all, who care about their background.”

The project “Revival” displays the historical attire of the Soghd (8-10th centuries), regions of Uzbekistan: Boysun (Surkhondaryo region), Jeynau (Qashqadaryo region), Quqon (Farghona region), Tashkent, Samarqand, Bukhoro, Nurota (Navoi region), Khorazm, and Karakalpakstan.

The oldest and a kind attire of the Soghd of the 8-10th centuries represents the restored costume of the noble people from the wall drawing at the Bezeklik temple. The significant part of it is the wrap attire with short sleeves, decorated with embroidery. The composition of the embroidery is typical for the Chinese attire, appeared in Central Asia with Mongols. Bride and groom costumes of Boysun feature with bright colors, typical to this region. Woman’s dress and man’s shirt are made by the Boysun masters from suzani of handmade with specific massive ornaments in the forms of floral rosettes. The wedding gear of brides in Karakalpakstan has been restored via the photos, stored in the Savitsky Museum in Nukus.

The exhibition also displays the sketches of costumes, national dolls, headwear items and jewelry that grabbed the huge interest of visitors, with lots of youngsters among. Especially interested looked a group of ladies, including the fourth-year student at the Kamoliddin Behzod Institute of Arts and Design, Margarita Safarova, who shared her impressions:

“We get interested in visiting this exhibition, lots of eye-catching things. We are close with all this, as we study in this specialization. The exhibition highlights all national ornaments, and elements of the national costume. The Uzbek national attires are always popular with people here and all across the world. I would use some parts in my wedding dress with pleasure, yet in modern style. However, not only in the wedding dress, it is also possible to combine traditional attires in modern looks as well, it could be used as tunic, as well as accessories, jewelry items are beautiful with floral patterns, and with black background.” (Source: Uzbekistan Today newspaper).

Uzbekistan to build first “green” house in rural area

The Government of Uzbekistan adopted a decision to construct a pilot energy efficient rural house in Tashkent region.

Website Sreda.uz said that information-analytical department on communal, transport, capital construction and construction industry of the Cabinet of Ministers of Uzbekistan adopted the decision on construction of the pilot energy efficient rural house in Tashkent region on 15 February 2013.

The department directed orders on designing and co-financing of the pilot energy efficient rural house in Tashkent region to State Architecture Construction Inspection, Qishloq Qurilish Bank, Qishloq Qurilish Invest, Qishloq Qurilish Loyiha and UNDP’s Promoting Energy Efficiency in Public Buildings in Uzbekistan Project.

The project will carry out contractual procedures for designing of energy efficient house.

It is planned that the house will be constructed in cooperation with Housing Initiative for Eastern Europe (IWO), which agreed to provide free consulting services. (Source:UzDaily.com).
